AI Chips Become the New Smuggling Target as Global Demand Surges

SEPANG, Malaysia — The global race for artificial intelligence (AI) computing power has created an unexpected new target for smugglers: high-end AI chips.

Malaysia's Royal Malaysian Customs Department (JKDM) recently seized 72 servers containing advanced AI chips at Kuala Lumpur International Airport (KLIA), in what authorities described as one of the country's most significant technology-related smuggling cases.

The seizure, announced on June 26, involved servers valued at approximately RM50.4 million, with an estimated tax liability of RM2.52 million, bringing the total value of the confiscated goods to nearly RM53 million.

According to JKDM KLIA director Zulkifli Muhammad, customs officers discovered the servers during an inspection at a warehouse in the KLIA Free Commercial Zone on June 5. Preliminary investigations indicated that the servers had arrived from an Asian country and were allegedly intended for re-export to another destination in Asia.

Authorities believe the syndicate deliberately declared the shipment as "computer components" to avoid scrutiny and used Malaysia as a transit hub before the cargo could reach its final destination.

Why AI Chips Are Becoming Smuggling Targets

The case highlights a growing trend in the global technology industry. Advanced AI chips have become among the world's most valuable and strategically sensitive technologies due to soaring demand for generative AI applications, large language models, and data center infrastructure.

Companies and governments worldwide are investing billions of dollars in AI capabilities, creating intense competition for access to high-performance chips used to train and run advanced AI systems. These processors, often housed inside servers, can command exceptionally high prices and are increasingly subject to export restrictions and strategic trade controls.

Because of their immense commercial value and strategic importance, AI chips have emerged as attractive targets for illicit trading networks seeking to bypass regulations or redirect shipments to restricted markets.

JKDM stated that the seized servers are suspected of being involved in transactions involving unlisted strategic goods and restricted activities under Malaysia's Strategic Trade Act 2010 due to the presence of advanced AI chips.

Under Section 12 of the Act, individuals convicted of offences involving strategic goods may face fines of up to RM10 million, imprisonment of up to 10 years, or both.

The seizure demonstrates how AI hardware has evolved beyond ordinary computing equipment into assets with geopolitical and economic significance. As global demand for computing power continues to rise, authorities worldwide are expected to intensify efforts to monitor and regulate the movement of advanced AI technologies across borders.

For Malaysia, the incident also underscores the country's increasingly important role in global technology supply chains—and the growing challenge of preventing its logistics infrastructure from being exploited as a transit point for high-value technology smuggling operations.
